Excellencies,

Ladies and Gentlemen,

At the outset, I would like to express sincere appreciation to the UNODC and INTERPOL for organizing the Global Fraud Summit and commend your efforts in fostering coordinated international action to prevent and combat fraud in all its forms.

Fraud continues to evolve into an increasingly complex and dangerous form of organized crime that transcends national borders. In recent years, we have observed a significant rise in fraud conducted through digital platforms. These include fraudulent investment schemes, theft of banking credentials, and scams carried out through social media and other online channels. 

The rapid expansion of digital technologies, combined with insufficient levels of digital security awareness among the public, has created an enabling environment for such crimes to proliferate. For this reason, the Armenia places significant emphasis on preventive measures. Police officers conduct extensive outreach activities aimed at informing citizens on necessary security measures in financial transactions through digital platforms.

During 2025, a total of 2,206 fraud cases were registered with initiated proceedings, compared to 2,848 in 2024. Of these, 1,675 cases were registered by the Police of the Ministry of Internal Affairs. The decrease in fraud cases recorded in 2025 is, in part, the result of preventive efforts, particularly the proactive work carried out by community police officers in raising awareness, preventing offenses, and improving the detection and investigation of fraud-related crimes.

However, strengthened law enforcement remains at the heart of the effective measures against fraud. Within only a few months the Police of Armenia have disclosed and dismantled 5 transnational call centers.

In this context, we highly value the initiatives and commitments presented within the framework of this Summit, which reflect a shared determination to prevent and detect fraud and disrupt criminal networks. Strengthened cooperation between national law enforcement agencies, supported by international mechanisms for information exchange and operational coordination remain essential to building global resilience to fraud.

We remain confident that through strengthened international cooperation the global community can significantly reduce the impact of fraud and better protect our citizens and institutions.

As a developing country, Armenia places special emphasis on capacity building for the relevant authorities.

Recognizing these challenges, the Ministry of Internal Affairs of the Republic of Armenia pledges to continue to implement comprehensive reforms aimed at strengthening the institutional capacities of the law enforcement system focusing on advancing digitalization, enhancing analytical and investigative capabilities, as well as expanding international cooperation.
